General Purpose Enchanter

Generally went through and removed unused conditions, added new ones, and made sure everything worked sensibly.

Notable changes:
* Will only slow the DPS mob, instead of all mezzed mobs. This is better for most situations, but worse when you can't mez adds.
* Added usage of mana rods.
* Swapped out Chromashock for Chromatic Stab, because runes on the tank are cool.
* Ideological Appropriation comes before all other nukes, since it gives mana back.
* Changed Self Stasis to trigger only if you have aggro and are below 75pct HP. This should make it trigger only when really necessary, though obviously this depends on the situation.
* Removed the Friendly Stasis trigger, which was left over from the INI I started learning from. No good was going to come from this; it could cast on the tank or healer.
