DPS is intentionally low to conserve mana, thanks to item dots / debuffs with long cast times. Quest bracer + epic weapon give a couple good dots.
For raids when cleric is in the ROT, I turn off DPS so druid can heal DPS, and adjust the healing to ~60%.
