Possible hot take, but I think they have it pretty rough as a dev team. The game generates just enough money that expansions are still expected every year, but not enough to really expand the team so that they can have a separation between expansion, liveops, and devs working on keeping the game healthy with bug fixes, QoL, etc. That's why we see meager patch notes every month and fluff-filled "roadmaps" that should really just say, "Jan-Nov: Same shit" and "Dec: Another expansion".
 
It would be better if they just took a year off from expacs. They're barely able to cobble together something complete, often struggling to get spells, or missions, or anything unique to the expansion in the game. Spend a year fixing things and resetting, then get back to it. Heck, even 6 months may help.

I agree, it seems like they have put focus on new (bland) content but not making the current content work properly.
