It used to be that you could level a character up to 100, then do the 4 ToV missions to bump them up to 110 (or more). This changed in the past year so that now there is an xp cap? level cap? on these missions from what I understand.

With that in mind, what is the best time now to do them to get the most out of them?

I guess I worded my question badly here. "Best use" is open to interpretation. I was mainly wondering when doing these missions wouldn't result in xp loss due to the 200% xp cap put in place. Previously you could do the first mission at 100 and get into 104 I believe, after the change xp is capped at 200% from a single source so now it will only take you to 102. Looks like the first level where you do not hit the 200% is 107. According to the achievement window doing the first mission at 107 results in ~170% xp. 106 still showed ~200%.

i haven't changed when i do it - mid 113/115ish

back when those levels were current, the 113.5-115 were a bit sluggish.

100-110 is pretty quick from a PLing standpoint
 
I know they put in a max PER KILL balance to xp.. not sure if it effected ToV missions.

What Sic said though, no point in using easy xp for what is a 1-2 hr pl... last time I did the math, was 121.8 ToV + ToL would make you 125, and no nightmare slow grind..
 
I leveled up a team of six personas from 0 to 125 the last couple of months.

ToV missions can be started at level 100 like you say, and all four can be done with your main personas, then you can use a campfire to bring them in to open the chest.

I didn't use any in-group powerleveling (ex: high-level ranger headshotting mobs with lower personas in group) for my personas, so being able to clear the missions, get some gear and boost the characters was convenient.

In-group powerleveling, if it's available, is generally better.
 
If you do TOV + TOL missions without exp bonus you can count on approximately 5 levels at 115 or 3.5 at 120 If you do these during a bonus exp period you can count on approximately 8 levels at 115 or 5 at 120. If you add in the missions for LS generally you can get around 1.5 levels or 2ish levels to get close to max level.

In my experience it is far better to do a pl or in group pl to 115 than waste missions prior to that. If you DON"T have that option getting to the gear at 110 is a significant boost in your ability to level and TOV tradable gear is reasonably priced for most new/returning players.

CoV missions give less XP then just killing mobs :( ls missions might give huge xp, but never really looked (can look at achv, rewards, tells you)
ToV, ToL, and LS all give massive XP hits. Assuming no xp bonus, the ten missions will get you from partway through 115 into 120 depending on whether you also get all the achievements. I usually get the achievements on the LS missions but no ToV/ToL.

You only need 113 to do the COV missions and the only bonus of the COV missions is like 10% of a level one time and then gear and augs from coins. But if you can do the TOL as well then COV just becomes completionist rather than a big part in an upgrade path.

Most of the TOV/TOL missions are easy to get oh 9/12 achievements on a given run. - Some require more specific planning, generally slowing down or including a specific class or 2.

Yep - I just don't bother with it when PL'ing alts. The LS one's don't require extra work so I usually get those.
 
Usually 113-115 like Sic mentioned. Usually, I'm just trying to get a new alt/persona high enough to actually contribute something better than healer merc dps.

At 106 (according to the mission achievement info), I was still seeing pretty much exactly 2 levels for completing the first mission.
At 107 (11% in) I see completing the first mission would give enough xp to get to 72% into 108, so below the 2 lvl cap.

Before the change, doing all 4 missions would take you from 100 to 110 (I think I saw 112 during an xp bonus period), the first one going from 100 to somewhere into 104. This may not be the most effective use of running missions as people mention above, but it was a nice jump into snowbound gear from 100 if efficiency wasn't your primary goal.

Imma say that saving those missions for 113-115 is the better bet. 100-110 can be done in Frontier Mountains. Though, most people move to Sathir's Tomb for 108-110. Sathir's tomb only has room for 4 groups PL groups. really only two, because you're better served in the final two rooms. I have a buddy that levels alot of toons because...., thats what he does... he has the zones and level ranges nailed down for his PL style. He does FM 100-108/110 and then to Sathir's tomb. Then, onto ToV and the 4 missions and then grinds out more Missions in the other expansions to get them to max. Once your crew gets to 95, they can group with a 125. Though, having multiple tanks at different levels moves things along pretty good. Anywho.

It's good to know 107 is the tipping point where you stop losing XP from the missions. The change definitely impacts the leveling strategy, especially for jumping into Snowbound gear efficiently. Appreciate the link to the thread—makes it easier to follow up on the specifics. Definitely a shift from the old method of grinding through all four missions to power-level.
