Does anyone have a link an/or a program or something to make UI editing any easier?

I have been messing with the UIs a lot lately and there is certain parts i just cannot comprehend. Most importantly, how to make the backrounds whatever you like. I am a colorful kind of person, and wish to make my own UIs, instead of just editing others.
