Fizzles on progression servers (1 Viewer)

Is it just me, or do fizzles no longer take away mana?

I have noticed this on my toons today, they can fizzle 30x in a row but yet still at 100%.

When did this happen? Lol

Two patches ago they "Greatly reduced the amount of mana from fizzles"
It's been a godsend because my toons on TLP have virtually zero casting skills in the schools other than evocation.
