I have two toons. Frame limiter is off for both of them. They both have identical EQ display settings. Their window sizes are the same. One of them averages about 60fps and the other gets about 20fps. Does anyone have any clue as to why or what I can check?? Thanks.
 
Check your in game "frame limiter".

Alt O -> display -> advanced
- Max Frames Per Second = unlimited
- Max Background FPS = unlimited

After that you can check the other settings like actor clip plane, far clip plane, etc.

If that doesn't work, try unload MQ to see if it an EQ thing or a MQ thing.
 
are they running from the same directory with same eqclient.ini? I would check that they both have new UI turned off. that seems to be causing a very large issue when on.
 
You misunderstand. Regardless of which window is active. Toon 2 always has a much higher frame rate than toon 1.
No misunderstanding here. When frame limiter is off, it is common for one client to have highest frames while others are lower frames. All processing power is going to client 1. Less is going to client 2, 3, 4, etc.

Solution is to set frame limiter to 60FPS for all foreground and background for all clients so that none of them hogs resources. It essentially forces equal distribution of resource.
