Weirdly enough they pushed a change Live that was never tested. But the comment is in the thread for 9/11/2018 Test patches at

Theft of Essence will now SLOW nearby pets by 75% and ToE is the recourse effect from magician's "of many" spell line.

Edited to change this line: Although this will make a lot of magicians unhappy it probably won't make 2% difference to overall dps since the Volley lands for such big numbers if enough pets are around.

Wow! Considering my main char right now is a magician, I'm super stoked about this! Who wouldn't want their pets slowed during fights?

Thanks for the report, this should be fixed in the next full patch.

This just makes me all warm and fuzzy inside.
