Is there a way to turn off the Mercs timer so that you don't automaticaly pay for them every 15 minutes.

In the Merc management window....use the "Suspend" button. It locks you out for 5 min at which time you can unsuspend. Also ... you cannot unsuspend your merc when you are engaged with a mob.

I guess what I meant was... Is there a hack or something that would allow me to continue using the merc without paying it. Like turning off the timer or extending the timer. I don't want to susspend it I want to use it for free.
