Problem Solved. For anyone else who has this problem there can be a few ways to do it.
1. If your computer is Intel it has a program called Speedstep which regulates processor speed. They have built in options I believe in the Control Panel>Power Options area for adjusting what kind of processor power you get.
2. If your computer is AMD it has no specific options for processor speed, even under the F1 Setup at boot, the speeds and such are all locked. So go back to control panel and power options. Change the preset mode to "Always on" and it should default to max processor(s) speed. Which for me with 2 processors is around a combined 4 GHZ total .
3. If none of these work for you and you're still looking to raise it....try using F1 to enter setup when you're booting up. This is where you usually end up overclocking though, so be careful doing this
