Enchanter High End Buff Additions

I added Voice of Sagacity and Hastening of Cekenar to the Enchanter buff list. Thanks for your patience and there will be more to come as I update all classes with the CoV Buffs and more.

Made Changes to Enchanter to Cast Highest Buffs

Included Buffs:

Hastening of Cekenar
Voice of Sagacity

adding a few TBL spells

This casts shout and 105 enrichment, I dont have a TBL ranger to test if windstalkers enrichment casts, but i added it in.
