Q. Why no All-Scribe for the zones above PoK?
A. I specifically never finished all-scribe because I couldn't find a solution for ETWK that didn't result in the very strong potential for your toon dying. The zone has several wandering see invis mobs, with a very broad range, the mesh for the zone is very particular, and I didn't want to get people killed trying to get spells.
