Item Slot based Buffs, Heals, and Conditions are now accomplished through TLOs

Now you don't have to fill in your name or item names anywhere, since people weren't doing it anyway and then complaining it wasn't working. ;)

fixing stuff that I overlooked while copy pasting.

now split into a 110 TBL Version and the 115 ToV Version

full inis for both 110 and 115, so people who are leveling can replace things a little easier.

Somewhat Updated for ToV

until I can actually log in, I can't do much testing regarding this very old INI.

Mainly I'm just commenting which spells have upgrades from ToV.
