Wizard (Live) - Beta (#569)

Finished mid-level rotations and advanced Wizard Alpha to Beta.

Testing is needed but the config should give solid performance from 1-125.

I am somewhat concerned about mana in the 100-110 level range. Not concerned enough to level a 3rd wizard.
