Added experimental config: Modern Era Necromancer

[NEC] - Modern Era Mode
* Experimental Config, only this mode is enabled (select "Experimental" in your NEC's menu).
* Best at Level 110+, but likely still effective at 90 (perhaps lower).
* Largely aimed at group play:
* * Removed some of the long-duration, low-DPS dots from the lineup.
* * Replaced them with on-demand damage that is used once the HPStopDot thresholds are crossed (nukes and swarm pet).
* * Gemmed short-duration buffs to allow ease of maintenance in rapid pulling scenarios.

Whether this config becomes simply a mode in the default or something more is undecided. Let us know what you think! The core of this config has served me well for hundreds of hours of use and I'd love to hear from you.
